Budget/Finance Committee Report

The Budget/Finance Committee met on Monday, March 1, 2010 at 2:04 p.m. in the BCC Meeting Room. Those in attendance are listed on the attached sign-in sheet. After review and discussion, the committee recommended the following:
 
             

ITEMS SUBMITTED FOR APPROVAL

 
1.   Recommended approval to post notice of intent and to award Bid #09/10-17, Limerock Base, to Beaver Bulk, Inc. as the primary vendor and Aggregate Haulers, Inc. as the secondary vendor to provide limerock materials. Approval will be effective after the 72-hour bid protest period has expired assuming no protests are received. Submittals are available for review in the Purchasing Department.

2.   Recommended approval to accept Subgrant Award #2010-JAGC-CLAY-3-T7-154, Abducted/Murdered Child Investigation II, from the Florida Department of Law Enforcement / Office of Criminal Justice Grants in the amount of $15,246.00.   
 
3.   Recommended approval of Budget Amendment #10-108 and Resolution to record unanticipated revenue in the amount of $1,600.00. The funds are to be used by the Clay County Sheriff's Office to purchase T-shirts for children wearing life vests in the Clay County Boating Safety and Manatee Awareness Campaign.

4.   Recommended approval of Supplement to Agreement #07/08-97 with Hewitt Contracting Co., Inc. for CR 220 Improvements (CR 224 – Knightboxx Road) in the amount of $31,800.00 for modifications to the project at the Woodbridge Subdivision entrance.

5.   Recommended approval to award RFP No. 09/10-7, EMS Medical Billing, to the number one ranked company, ADPI – Intermedix, per staff's review and recommendation.   
 
6.   Recommended approval of an Interlocal Agreement with Jacksonville Transportation Authority (JTA).  JTA has received grant funding to plan, design, construct, maintain and operate a transit hub, including a park-and-ride facility in Clay County at a cost of $1.00.  This agreement will facilitate JTA’s use of a 9.5 acre parcel for this purpose.   
 
7.   Recommended approval of Agreement with Florida Department of Transportation, and accompanying Resolution, for Clay County’s portion of traffic operational improvements on Peoria from College to Moody in the amount of $8,359.00.

ITEMS SUBMITTED FOR DISCUSSION

 
8.   Recommended approval to award Bid No. 09/10-3, Oakleaf Community Park – Phase I, to D.R. Swanson Company. The bid award is to include the Base Bid, Bid Alternate Nos. 1A & 1B (concessions/restrooms/septic tank system), Bid Alternate No. 2 (multi-use fields), and additive alternates for sodding.  The total bid award amount is $1,044,263.00. $924,000.00 of this total is funded by Middle Village Community Development District and Double Branch Community Development District per an Interlocal Agreement with the County, leaving direct County funding to be $120,263.00.
